摘要
当前,住房城乡建设部、财政部和水利部正在全国范围内重点城市推进海绵城市的试点示范工作并给予中央财政资金支持。海绵城市战略工作的推进,应有效地为缓解我国城市内涝和强化雨水的收集和利用探索有效的海绵体规划建设城市范例、促进粗放式城市开发向顺应自然、符合自然的低影响模式(LID,Low Impact Development)转型、为城市的水安全和水生态提供有效的保障。针对获批的试点城市,应加强对其创建过程与结果的绩效评价,发挥国家级示范的引领作用。本研究从城市内涝形势、城市开发传统模式、财政资金有效利用机制等方面论证全面科学制定海绵城市地方试点城市政府绩效绩效评价的必要性出发,总结政府绩效评价理论与国内代表性的实践案例,并结合国内相关示范工作的经验(绿色生态城区、智慧城市),从海绵城市国家试点的要点与特点出发,提出海绵城市公共项目政府绩效评价的总体思路与概念模型,并提出应用建议。
Presently, the Ministry of Housing, Urban and Rural Development, the Ministry of Finance and the Ministry of Water Resources are working together to promote Sponge City Pilot Demomwation by mlecting local cities and giving elected ones the central government financial support. The strategy of promoting city sponge, shottld effectively alleviate our country city water-logging and smengthen the rainwater collection and utilization. To explore effective planning ,and comtmction method for dries, to promote the ideal ex,maple oflow hnpact development (LID) mode to comply with nature, are helpful to achieve urbml water safety. For the approved pilot cities, they shotfld strengthen the performance evaluation process and play the leading role of the national demonstration. The necessity of urban water- logging modification, the effective use of financial fimds mechanism etc demonstrates overall scientific formulation of local goverrmlent perfomlance evaluation of pilot city performance sponge city starting, summarize the government peffon-nance evaluation theory and the domestically available representative practice cases, combined with the domestic related demonstration work experience, such as smrt city and low-carbon eco-city, starting from the mam points and characteristics of sponge city national pilot, put forward the overall train of thought and the concept of sponge city public project of government perform.race evalnafion model, and put forward the suggestion into practice.
