阐述了我国目前建筑能耗及节能现状,认为为建筑节能服务的民用建筑能效测评,是对建筑能源消耗量及其用能系统效率等性能指标检测、计算的有效方法,并通过介绍其意义、依据、方法,指出民用建筑能效测评在我国建筑节能中的地位.

The current situation of building energy efficiency in China at present was expounded. It considered that, the civil building energy efficiency evaluation for building energy saving is the effective method for the detection and evaluation of building energy consumption and energy efficiency. The meaning, basis, method of energy efficiency evaluation were introduced, the importance of it was emphasized as well.
