导调是组织计划、协调控制、客观评估实战演练任务的关键和先决。结合公安消防部队实战演练的具体需求,总结归纳了导调的基本概念和方法,并以地震跨区域实战演练为例,从合理构建导调班子、灵活运用导调手段、强化演练评估总结、推进训练基地建设等方面,就加强导调评估工作、提升实战演练成效提出了初步建议。

Pre- investigation is the premise to organize, coordinate and evaluate the fire rescue training and exercise. This paper puts forward some suggestions to improve the pre - investigation in terms of the concept and methods, the formation of leadership group, the assessment of training and exercises and the construction of the training base.
