中菲礼乐滩油气资源“共同开发”的前景分析

An Analysis on the Prospect of China-Philippines “Joint Development” of Reed Bank's Oil and Gas Resources

礼乐滩位于南沙群岛东北,由于蕴藏有丰富的油气资源,故成为中菲南海争议的焦点。菲律宾早在20世纪70年代就引进外国石油公司,对礼乐滩的油气资源进行单边开发,近年来又将之划成区块进行招标。2012年,菲律宾菲莱克斯石油公司总裁邦义礼南因资金与安全问题,提议引进中国海洋石油公司在礼乐滩"72号合同区"联合进行开发,但后来因菲方在合同中增加了联合"开垦协议",要求中方承认菲律宾对礼乐滩"拥有主权"而遭到中方的拒绝,导致双方谈判未见成效。此次谈判破裂预示,中菲在礼乐滩"共同开发"的前景很不乐观,其可能性微乎其微。

The Reed Bank is in the northeastern part of the Spratly Islands. Owing to its rich oil and gas re- serve, the Reed Bank has become a key part of the South China Sea dispute between China and the Philip- pines. As early as the 1970s, the Philippines had invited some foreign oil companies to explore the sources around the Reed Bank unilaterally. In recent years, it has divided the Reed Bank into blocks and called for tenders. In 2012, on account of financial and security issues, Manuel Pangilinan, director of a Philippine company called Philex Petroleum, suggested bringing in China National Offshore Oil Corporation （CNO- OC ） to take part in the joint exploration in the ＂No. 72 Contracted Block＂ of the Reed Bank. But later on, as the Philippines added the joint ＂Reclamation Agreement＂ in the contract and required China to admit Philippine ＂sovereignty＂ over the Reed Bank, China rejected the proposal. As a result, the talks between China and the Philippines were unproductive. The breakdown of negotiation indicates that the outlook for China-Philippines ＂joint development＂ in the Reed Bank is bleak and the possibility is remote.
