On the Research Status of the Academic Committee in Colleges and Universities

摘要 高等学校委员会制度是我国高等教育现代大学制度的重要内容和重要标志。我们对《高等学校学术委员会规程》颁布及前一段时期以来的文献进行分析,发现学界整体对《规程》的颁布和学术导向价值设定认可度比较高,但也体现了不少忧虑。整体情况为:对近代以来我国学术委员会制度发展脉络进行了梳理,就《规程》的有关条款与现实困境进行了诠释,对学术委员会与高校党委、校长、职能部门的关系问题进行制度性探讨,还对学术委员会的自律等问题进行了论述。就研究总体来看,还存在微观层面深入不够、实践层面关注不多、发展预测不明等问题。 Colleges and universities committee system is the important content and the significant symbol of the modern uni- versity system of China' s higher education. After analyzing the literature on the promulgation of Colleges and Universities Academic Committee Regulations and the related literature since it's promulgated, we come to the conclusion that the academia as a whole sets a relatively high degree of recognition on its promulgation and the setting of the academic guidance value, but the academia also reflects some concerns. The overall situation is: the literature sorted the development context of China' s academic committee system since modern times, interpreted the relevant provisions and the practical difficulties relating to Colleges and Universities Academic Committee Regulations, conducted an institutional exploration into the relationship between the academic committee and the university committee, the academic committee and the principal and the academic committee and the departments respectively and also discussed the self-discipline issues of the academic committee. From an overall perspective, the studies should be furthered because of the insufficient details on the micro level, the few attention paid on the practical level and the issues on development and prediction.
