摘要 随着居民阶梯气价的实施,阶梯气价的后期优化问题也逐渐浮出水面。在优化阶梯气价政策时需要考虑气价分档数、分档气量以及分档气价3个方面的问题。通过分析制定阶梯气价政策时应考虑的因素,提出用秩和比法进行气价分档数的确定,并基于居民用户响应确定气量阶梯,最后通过拉姆齐定价原理确定各档气价。建议各省市在具体实行阶梯气价的过程中,可不断调整气价以适应发展需要。 With the implementation of the ladder- type gas price for consumers, its optimization problems have gradually appeared. Three aspects should be taken into consideration, including step number, and stepped rate and gas price. After our study, it is pointed that(1) the method of rank sum ratio can be used to define the step number; and(2) the stepped rate is determined according to consumer response; and(3) various stepped gas price is determined by the Ramsay pricing principle. Finally, it is proposed that different provinces or cities can adjust the price by situations.
