摘要
食品安全风险评估是科学、系统性地防范食品安全危害、保障食品安全的重要措施。我国《农产品质量安全法》和《食品安全法》分别将食品安全风险评估作为食品安全监管中的一项重要的基础性制度加以确立。目前我国虽然初步建立了食品安全风险评估制度,但无论在机制的完善度方面,还是在风险评估发挥的作用方面仍需进一步改善,以便应对面临的食品安全问题。本文介绍了当前我国食品安全风险评估的实施进展,阐述了存在的问题和不足,结合机构改革现状提出了进一步完善风险评估机制的建议。
Food safety risk assessment is an important measure to guarantee the food safety and prevent food hazards systemically and scientifically. Quality and Safety of Agricultural Products Law and Food Safety Law in China respectively established the food safety risk assessment as an important fundamental system. Though at present China preliminary establishes the food safety risk assessment system, in terms of the completeness of mechanism and the role of risk assessment acted are still need to be improved to face the issues of the food safety. This paper introduces the progress of the implementation of food safety risk assessment in China, expounds the existing problems and insufficiency. Based on the present institutional reform, this paper puts forward some suggestions to further perfect the risk assessment mechanism.
