柳州市诊所执行“静脉用药配备药技人员”情况调查与思考

Investigation of intravenous drug usage with medicine technicians in clinics in Liuzhou city

通过调查柳州市2012年至2014年诊所执行《广西壮族自治区医疗机构管理办法》(以下简称《广西医疗机构管理办法》)中"静脉用药配备药技人员"规定的情况,思考诊所开展静脉用药配备药技人员的必要性和可行性,提出进一步完善诊所静脉用药管理的思路。方法:以柳州市300多家诊所为研究对象,对2012年、2013年、2014年这3年每年度开展静脉用药的诊所、配备药技人员的诊所进行登记、汇总,通过每年诊所校验和日常监督检查,统计药技人员实际在岗诊所家数。结果:2012年至2014年柳州市诊所执行"静脉用药配备药技人员"数量逐年增加,2014年配备率达到86%。但药技人员实际在岗率只有10%。结论:柳州市诊所执行"静脉用药配备药技人员"规定已经起步,但浮于表面,还要通过建立一系列配套规定进一步落实。

Through the investigation of intravenous drug usage with medicine technicians in clinics in Liuzhou city from 2012 to2014, which is specified in the Rule of Medical Institutions Administration, the aim of this research is to analyze the necessity and feasibility of intravenous drug usage with medicine technicians, and to give some policy suggestion on improving management of intravenous drug usage in clinics. Taking more than 300 clinics in Liuzhou city as the sample, the research calculate the clinics with intravenous drug usage, and clinics with medicine technicians from 2012-2014. Through annual inspection and regularly supervision, the author calculated the number of medicine technicians actually in clinics. The results show that the number of clinics in increasing which implementing intravenous drug usage with medicine technicians from 2012 to 2014, the rate in 2014 is 86%. But the rate of actual on-the-job of medicine technicians is only 10%. The paper concluded that it＇s already under the way for clinics implementing intravenous drug usage with medicine technicians, but still in superficial stage. It＇s necessary to establish a series of supporting regulations to implement.
