加强水土流失治理 促进生态文明建设

Strengthening the Control of Soil and Water Conservation to Promote Ecological Civilization Construction

中国是世界上水土流失最为严重的国家之一。严重的水土流失,恶化了生存环境,加剧了贫困,危及到国土、国家粮食、生态及饮水安全,已成为中国重大的环境问题。该文通过对甘肃、黑龙江等省的实地调研,基本掌握了中国西北黄土高原区、东北黑土区以及京津冀地区水土流失及治理现状,分析了存在的突出问题及其原因,并结合相关部门的实践经验,提出了加强水土流失治理、促进生态文明建设的对策建议。

China is one of the most serious soil erosion areas in the world. The severe soil erosion not only dete- riorates our living environment and increases poverty, but also endangers the safety of land, food, ecosystem and drinking water, which has become the major environment problem of our country. Through the investigation of Gansu and Heilongjiang Province, this article elaborates the basic situation of soil erosion and rehabilitation in the Loess Plateau region of Northwest, the black soil region of Northeast and the surrounding area of Beijing-Tianjin-Hebei, then analyzes the outstanding problem and its reason, and finally puts forward the countermeasures and suggestions to strengthen soil and water conservation and ecological civilization construction
