社会主义市场经济与人协调发展的思维向度和制度建构——中国第六次人的发展经济学研讨会综述

Thoughts and System of Coordinated Developmen of Socialist Market Economy and Human——Review of the 6th Chinese Seminar of Economics of Human Development

社会主义市场经济与人的协调发展关系到中国的全面深化改革和依法治国建设,是人的发展经济学需要解决的重要问题。正确理解和把握好社会主义、市场经济的内涵,社会主义与市场经济的关系,社会主义与市场经济结合的原则与要求,社会主义市场经济与人协调发展的衡量标准,考察中国社会主义与市场经济结合的效果或者中国社会主义市场经济条件下人生存和发展困境的根源是中国全面深化改革和依法治国首先需要做好的事情。文章认为,实现社会主义市场经济与人的协调发展,坚持科学社会主义是前提,明确人在社会主义市场经济发展中的地位是核心,正确处理好政府和市场的关系是关键,完善产权制度、公共政策体系、双导型生产和分配社会主义市场经济制度、构建以人为本的社会主义市场经济生产观并依此进行顶层制度设计是重点,同时还要解决好城镇化和贫困地区经济发展等问题。

The coordinated development of socialist market economy and human is related to the comprehensively deepen reform and the law-based governance of China. It is also one of the most important issues of the Economics on Human Development. To do well in deepening the reform comprehensively and the law-based governance of China, we have to correctly understand and grasp the connotation of socialism and market economy and their relationship, the principles and requirements, the coordinated development of the socialist market economy and the people, as well as investigate the effect and the root of human survival and development of the socialism and market economy. This paper considers that in order to realize the harmonious development of the socialist market economy and human, adhere to the scientific socialism is the premise; clear the position of human in the socialist market economy is the core; correctly handle the relationship between the government and market is the key; to improve the system of property fights, the public policy system and the double-guidance production and distribution of the socialist market economic system, as well as to construct a human-oriented notions of socialist market economy in accordance with the top floor design are the key points. Meanwhile, we have to solve the problems such as urbanizatiOn and economic development in poor region.
