土地适度规模经营与农户经营行为特征研究——基于浙江蔬菜产业调查

Analysis of moderate land scale management and farmers ' management behaviors:A case study of Zhejiang vegetable industry

土地适度规模经营对推进我国农业现代化实践具有重要的意义。以浙江省蔬菜产业为例,基于倒U曲线理论,采用二次回归方法,比较分析不同目标下的适度经营规模及农户的经营行为特征。结果表明,微观目标下农户的适度经营规模要远高于宏观目标下农户的适度经营规模,但均能保证农户获得高于社会的平均收入水平。与非适度规模经营农户相比,适度规模经营农户综合素质较高,且其综合生产经营行为更加审慎、积极与科学;扩大生产规模而产生的经济效益是适度规模经营农户能够获得更高总收入的主要原因。最后提出应根据政策调整目标确定重点支持的生产规模范围;出台统一土地流转指导价格,主导发展有序的土地流转市场;大力提高农民经营决策的综合素质并提高科技支撑的有效性等有助于推进土地适度规模经营健康发展的对策建议。

Moderate land scale management is critical to agricultural modernization. Based on the survey data of vegetable production in Zhejiang Province, using the quadratic regression model, this paper analyzes the management practices of different land scales under different targets and the characteristics of farmers＇ management behaviors. Results show that the moderate scales under the micro-target are much larger than the scales under macro-target following the theory of inverted U curve. As a result, farmers under both types of scales can get higher income than the social average level. Compared with farmers under non-moderate management scales, the comprehensive qualities of farmers under moderate management scales are higher, and their behaviors are also much more cautious, active and sensible. The main reason for the farmers who can get higher total income under moderate scales is due to the economic benefits caused by the expansion of production scale. This paper suggests that the government should confirm the appropriate scales according to policy target, introduce a guiding price to lead an orderly land transfer market, improve farmers＇ comprehensive quality, increase the effectiveness of science and technology support, and promote the healthy development of agricultural moderate scale management.
