国际金融危机后世界社会保障发展趋势

Trends of the World Social Security Development after the 2008 International Financial Crisis

2008年国际金融危机爆发之后,高收入国家、中等收入国家和低收入国家社会保障的发展呈现如下主要趋势:国际金融危机在有些国家形成推动社会保障制度加速发展的动力,在有些国家则产生削减福利保障的压力,世界各国之间巨大的社会保障鸿沟有缩小的迹象,但是差距仍然巨大。从整体看,目前世界社会保障具有覆盖面扩大、形式多样化和多支柱等特点,这是经济全球化条件下就业形式的多样化和社会责任主体多元化的必然反应。

On the basis of reviewing the social security development trends in high-income,mid-income and low-income countries after the 2008 international financial crisis,this paper holds that in some countries the crisis has become a push for social security up-ward development,whereas in some oth-ers,it has formed pressure for down-ward cutting of social welfare benefits.The social security gap be-tween countries has shown signs of narrowing,but the chasm remains huge and unbridgeable.The general trends are：the broadening of coverage,the diversification of provisions and multi-pillared structures,which are the inevitable reflections of the diversification of employment and polybasic social responsibility holders.
