How to Construct Farmers' Credit System in the New Circumstance

无论从发展社会主义市场经济的新形势出发,还是从完善社会信用体系建设的新要求出发,构建新型农户信用体系都显得尤为必要。在科学发展观、十八届四中全会精神的指导下,从发挥政府主导作用、建立健全农户信用法律法规体系和标准、农户信用信息采集共享、净化农户信用文化环境、建立诚信奖惩机制这几个角度出发,提出了构建新型农户信用体系的思路。

It＇ s particularly necessary to build a new type of farmers＇ credit system for either the new situation of de- veloping socialist market economy or the new requirements of improving social credit system construction. Guided by the scientific outlook on development and the Fourth Session of the Eighteenth Central Committee of the CPC, this paper puts forward the ideas for constructing new farmers＇ credit system from the following aspects： the government playing a leading role, establishing and improving farmers＇ credit legal system and standard, collecting and sharing farmers＇ credit information, purifying farmers＇ credit environment, establishing trustworthy incentive mechanism and dishonesty disciplinary mechanism, etc.
