摘要 为了解决水土保持项目重建设、轻管理的现象,防止后期维护管理不当带来的综合效益降低等问题,针对水土保持项目竣工后的运行管理效果进行评价研究,以黄河齐家川水土保持示范区为例,从管理制度与机构、资金投入与效益、科技推广、工程管理与维护入手,运用改进的熵权TOPSIS法对项目竣工投入使用后的运行管理效果进行分阶段评估,得出不同的管理效益值,并提出合理化建议,为进一步完善该示范区的运行管理策略提供参考。 In order to prevent the lessons of the reduction of comprehensive benefits in soil and water conservation project due to focusing on construction and despising management, the paper evaluated the operation and management of the completed soil and water conservation project based on entropy Topsis method, which applied in Qijiachuan soil and water conservation pilot area of the Yellow River basin. The contexts of evaluations concluded management system / mechanism, capital investment / benefit, the popularization of science / technology and project management and maintenance. The management efficiency of different periods were obtained and analyzed, which could provide some data to support decision - making adjusting the future development of the soil and water conservation projects.
