摘要
针对我国公路发展政策面临调整的形势与存在的问题,从历史角度评价了收费公路政策的作用,分析借鉴了国外公路等公用事业的发展政策与供给方式,以及可供借鉴的有益经验。运用物品供给理论,并首次引入马斯洛需求层次理论,创新性地分析了公路政策调整的理论基础和决策方向。最后提出我国公路发展政策调整的方向应立足现实和国情,兼顾公平和效率,统筹兼顾增强高速公路融资能力与加大公共财政投资于非收费公路两方面,为公众提供公平、均等的非收费公路服务体系,并提供高品质、高效率通行服务的收费公路体系。
Aiming at the adjustive situation and existing problems faced by China road development policy, we evaluated the role of the toll road policy from the historical perspective, and analyzed and referred to the developmental policies, supply ways and relevant experiences of public services such as roads in foreign countries. We innovatively analyzed the theoretical foundation and decision-making direction of policy adjustment of China road development by utihzing goods supply theory and firstly introducing Maslow's need hierarchy theory. At last, it is proposed that ( 1 ) China road development policy adjustment direction should be based on reality and national conditions ; (2) the new policy should treat justice and efficiency at the same time, and promote expressway financing ability and enhance public finance invest on non-toll roads, so as to provide an fair and equal non-tolled road system and a high-quality and high-efficiency toll road service system to public.
