On China's Diplomatic Core Values

外交核心价值观是国家行为体对国际关系的本质、规律和走向,外交的宗旨和原则,国家身份与国家利益等外交事务中的重大问题的核心信念、根本主张和基本态度,也是其实施外交行为的基本准则和评价其他外交行为的是非标准。构建中国外交核心价值观具有重要的学理价值和重大的现实意义。中国外交核心价值观应以当代中国外交实践和当代国际关系发展、中国优秀传统文化和人类共同价值体系、中国特色社会主义制度和当代国际制度为基本依据,具有鲜明的中国特色、中国风格和中国气派,且可见、可行、可依循。据此,宜将共存、共享、共治、共赢、共进五个内涵丰富且呈递进关系的方面,确立为中国外交核心价值观。中国外交应当大力弘扬这些核心价值观,同时学习和借鉴其他国家的外交核心价值观,以增进外部世界对中国外交政策和对外行为的理解和支持,提升中国的国际影响力特别是道义感召力,展现中国特色大国外交风范,推动新型国际关系的构建。

Diplomatic core values refer to a state actor' core beliefs,fundamental propositions and basic attitudes towards the essence,laws and trends of international relations,the purposes and principles of diplomacy,the major issues in foreign affairs such as national identity and national interests.They also include state actors' basic norms to conduct diplomatic behaviors and ethical standards to evaluate diplomatic acts.Constructing China's diplomatic core values has important academic value and great realistic significance.China's diplomatic core values should be based on contemporary China's diplomatic practice and development of contemporary international relations,excellent traditional Chinese culture and common values of the mankind,the socialist system with Chinese characteristics and the contemporary international institutions,featuring Chinese style and great Chinese momentum.Also,they should be visible,feasible and operational.China's diplomatic core values are elaborated in co-existence,co-share,co-governance,win-win and co-progressiveness,and such five aspects are rich in connotation and progressive in relation.Chinese diplomacy is supposed to vigorously promote these core values,learn and use other nations' diplomatic core values for reference to promote understanding and support from the outside world towards China's diplomatic policy and diplomatic acts,improve China's international influence,especially moral appeal,display its great power's diplomatic demeanor with Chinese characteristics and promote the construction of the new international relations.
