进入信息时代,信息弱势群体逐渐成为全社会的重要关注对象。界定了弱势群体与信息弱势群体的关系,介绍了信息弱势群体的几个相关基础理论。从大数据与智慧城市构建的视角探讨了新信息环境下信息弱势群体面临的问题和挑战,并基于此提出了若干思考。

The problem of information vulnerable groups has gradually become a public concern in information age. The paper frames a definition of the relationships between the vulnerable groups and information vulnerable groups, and introduces several basic theoretical issues related to information vulnerable groups. From the perspective of big data and smart city, it explores the issues and challenges confronted by the information vulnerable groups under the new information environment and sheds new light on this.
