本文介绍了采用竞争性谈判完成采购的有关规定和程序,结合疾控系统在采购工作中的实践,阐述了对竞争性谈判作为政府采购的一种采购方式的理解与体会,并对操作过程中的一些关键步骤做了说明。

This paper introduced the relevant regulations and procedures on application of the competitive negotiation during procurement. In combination with practices of the disease control system in the procurement process, this paper further elaborated the understanding and experience in taking the competitive negotiation as a form of government procurement. And key procedures in the implementation process were finally illustrated.
