食品药品安全标准法规体系现状及对策研究

Current Situation and Countermeasures of Food and Drug Safety Standards and Regulations System

目的为我国食品药品安全标准法规体系的建立与完善提供参考。方法通过调研,总结食品药品安全标准法规体系现状,分析其存在的问题并提出相应对策。结果与结论我国食品药品安全标准法规体系有待进一步完善,建议设立专门机构,系统规划设计食品药品安全标准法规体系,建立统一的食品药品安全标准法规库平台,以及广覆盖、常态化的食品药品安全标准法规跟踪、评价和更新机制,并充分发挥地方标准和地方立法的作用。

Objective To provide reference for the construction and perfection of the food and drug safety standards and regulations sys-tem in China. Methods Through investigation and survey,the current situation of the food and drug safety standards and regulations system was summarized,its existing problems were analyzed and the corresponding countermeasures were brought forwards. Results and Conclusion The food and drug safety standards and regulations system in China needs to be further perfected. It suggests to establish the specialized institutions,systematically plan and design the food and drug safety standards and regulations system,build up the unified plat-forms of the food and drug safety standards and regulations databases,set up the broad coverage and normalized tracking,assessing,and up-dating mechanism of the food and drug safety standards and regulations,and fully play the role of local standards and local legislations.
