摘要
高校内部治理结构现代化变革的核心是对权力的分配和制衡,通过制度设计实现各利益相关主体间权力、责任和利益的相互制衡。回顾我国高等教育内部权力分配的发展历史、探索不同时期高校内部治理结构的制度变迁规律,将为构建现代化高校内部治理结构奠定基础。当前,我国高校内部治理结构变革的制度瓶颈集中表现为利益相关者间的权力失衡,比如政府与高校、行政与学术、决策与监督等。为此,需从大学章程建设、均衡权力配置、教授治学等角度构建权力制衡机制,保障高校内部治理结构的现代化变革。
The revolution purpose of university internal governance structure is the distribution and counterbalance of powers, and reaching the counterbalance between power responsibility and interests of the stakeholders by the Institution redesign. By reviewing the history of internal power distribution on university,and exploring the rule of institutional innovation of the university internal governance structure during different periods, it will lay the foundation for the construction of the modern university internal governance structure. At present, the imbalance of power among the stakeholders is the system bottleneck of innovation on internal governance structure in China, such as government and universities, administrative and academic, decision-making and supervision etc. This article will explore the balance mechanism of power from the university statutes construction, the balance of power division, administration by professors, to promote the modernization reform of university internal governance structure.
