摘要
治安秩序是治安学的核心内容之一,探讨治安秩序维护的过程、原则及规律,有助于解决治安实践和理论研究的混杂问题。治安秩序维护的过程可以分为治安预防、治安控制、治安处置和治安重建四个过程。治安秩序维护的过程中要坚持治安秩序维护一致性、规范性及适度性原则。治安秩序维护是治安三要素相互作用的过程,是治安需求和治安供给的平衡的体现,是循环往复的动态过程。
Public order is one of the core contents in the public security and social order science. The discussion on process, principles and rules of public order maintenance is very helpful to solve the. puzzled problems for Public security practice and theoretical study. The maintenance of public security order can be divided into four sections： public security precaution, public order control, public security action and public order reconstruction. The maintenance process of public security and social order needs to insist the principles of conformation, normalization and moderation. The maintenance is the process of the interaction of three public security components. It is also the indicator of the balance in public security and social order demand and supply. Last but not least it is the dynamic process of circulation.
