摘要 军事指挥控制(command and control,C2)组织中的效能评估问题是信息化作战中研究的热点。首先通过分析C2组织实体间的关系,形式化描述了C2组织信息结构的基本概念。分别从作战使命层次和作战任务层次设计了指控效率、同步效率和负载率作为其效能测度指标。然后从结构高效性和鲁棒性的角度探讨了测度指标的选择对衡量C2组织信息结构效能的影响。最后,基于加权积模型提出了一种C2组织信息结构效能综合评估方法,并通过一个案例证明了该方法的有效性和稳定性。 The efficiency evaluation problem in the military command and control (C2) organization is a research hotspot in the information warfare field. Firstly, the basic concept of the C2 organizational information structure is described formally by analyzing the relationship between C2 organization entities. Three indicators called C2 efficiency, synchronization efficiency and the load rate are designed as the efficiency measurement in the levels of the combat mission and the combat task. Then, the impact of different choices of indicators on measuring the efficiency of the C2 organizational information structure is discussed from the view of high efficiency and robustness. Finally, a comprehensive evaluation method based on the weighted product model for measuring the efficiency of the C2 organizational information structure is proposed. And the effectiveness and stability of the method are demonstrated through a case.
