摘要
1993年日本公布的金原节三《陆军省业务日志摘录》说明了三个问题:(一)太平洋战争爆发后,随着日本出兵人数的增多,就连日本陆军中央也直接设置了"军用慰安所",并通过陆军中央的指导与统制在亚洲太平洋各地设置了慰安所。(二)在日本陆军中央的指导与统制下于亚洲太平洋各地大范围地设置"军用慰安所"的大背景,是日本军人强奸事件的多发、军中性病蔓延、军人战争生活的恶劣。"军用慰安所"设置运营的动机目的,是防止日军的强奸行为、预防性病以及给日军提供性服务。尤其是日本在菲律宾、马来的性犯罪频发,是设置"军用慰安所"的主要原因。(三)陆军省在荷属东印度(印度尼西亚)实施强行征集当地女性充当"从军慰安妇"的计划。
Japan' s publication of Summary of the Army Opperation Log by Setsuzo Kinbara in 1993 indicated three facts. First, with more troops fighting abroad since the outbreak of the Pacific War, "military comfort stations" were established even within the Army Headquarters, which gave guidance and control over such institutions in various places in the Asia-Pacific region. Second, the increase in the numbers of "comfort stations" resulted from the fact that cases of raping and venereal dis- eases were on the rise, and that life was harsh during the war. The "military comfort stations" were supposed to solve the above-mentioned problems. Third, the Department of Army launched the plan in Dutch East Indies (Indonesia) to force local women to work as "comfort women".
