美国国家图书馆用户义务性规范比较研究

Comparative Research on Users' Compulsory Norms of American National Libraries

图书馆用户义务性规范是指图书馆制定的、用户在享受图书馆服务过程中必须遵守的行为准则。美国国会图书馆、美国国家医学图书馆、美国国家农业图书馆这三大国家图书馆的用户义务性规范涉及用户个人物品限带、馆内用户行为、借阅、个人财产保护、游客、知识产权、网站信息安全等方面。其规范良多莠少,对我国图书馆用户义务性规范的制定具有一定的借鉴意义。

The compulsory norm of library users refers to the code of conduct made by the library, which library users must comply with when they enjoy library services. The compulsory norm for users, of three American national libraries such as LOC, NLM and NAL,covers as follows： restrictions on users’ personal items brought into the library, user’s behaviors inside the library, borrowing and reading, the protection of the personal property, visitors, the copyright, the information security of the network, and so on. These norms have more merits than demerits, which are instructive for the construction of user’s compulsory norms of Chinese libraries in many aspects.
