摘要
英国高校图书馆内部治理包括牛桥模式、苏格兰大学模式、城市大学模式、高等教育法人组织模式等多种模式,其遵循的统一标准为:理事会责任首问制,教育财政拨款问责制,图书馆馆长和理事会主席的协调人制度及图书馆内部风险管理机制。我国高校图书馆内部治理可借鉴英国经验,建立理事会外部成员制、增强图书馆工作委员会的独立自主、加强高校图书馆党委书记和馆长的沟通。
The internal governance of the British university library has contained diversified modes, such as the Oxford and Cambridge’s mode, the Scotland University’s mode, the City University’s mode, and the organization mode of the higher education corporation.Unified standards that these modes obide by are the first asked responsibility system of the board of trustees, the accountability of the education funding, the coordinator system between the library director and the chairman of the the board of trustees, and the library internal risk management mechanism. The internal governance of the university library in our country could learn from the British experience: establishing the external membership system of the board of trustees, enhancing the independence of the library work committee, strengthening the communication between the director and the secretary of the Party Committee of the university library.
