读者参与管理权的制度保障措施研究

读者参与图书馆管理的权利是读者的一项基本权利,应当对其建立完善的保障制度。读者参与管理权应当包括:知情权、提出建议和意见权、参与决策权以及申诉和控告权。为了保障读者的参与管理权,图书馆应当实行理事会决策制度、信息披露制度、听证制度等。

It is a basic right for readers to participate in the library management that we should accordingly establish a thorough security system. Reader right to participate in the management should cover the right to be informed, right to offer a proposal and opinion, right to participate in decision-making and right to appeal and to indict. In order to guarantee reader right to participate in the management, it is obliged to implement the council decision-making institution, information disclosure institution and hearing institution.
