International S＆T cooperation is an important way for shanghai to highlight the global influence. In the Thirteen five planning period, Shanghai should be closely around the strategic goal to build a well-off society and the global innovation and Technology Center, and participate in international S＆T cooperation with a more positive attitude, changing from passive to active, from participation in innovation to leading innovation.
