随着气候变化、生态破坏、环境污染等问题愈演愈烈,环境问题逐渐成为各国关注的焦点。此时欧美国家借发展低碳经济之名征收"碳关税",实则是推行一种新型贸易保护主义措施。因此,从碳关税的概念和实质来看,碳关税的征收使中国对外贸易竞争力下降、产业链断裂和贸易摩擦加剧。要削减碳关税对中国的影响,中国应采取产业升级、扩大内需和在国内发展低碳经济等措施,以此保证中国经济持续健康发展。

With the climate change , ecological destruction and environmental pollution getting worse , the en-vironmental problem has become the focus of each country .While the European and American countries impose carbon tariff in the name of developing low carbon economy , it is in fact a new kind of trade protectionism .There-fore, starting from the concept and essence of carbon tariff , this paper analyses the impact of carbon tariffs on re-ducing the competitiveness of China ’ s international trade , rupturing the industrial chain and increasing the trade dispute , and puts forward the countermeasures of upgrading the industry , expanding domestic demand and develo-ping low carbon economy in China to ensure the sustained and healthy development of the economy in China .
