我国农村土地保障创新机制研究

Study of Rural Land Security System Innovation in China

农村土地在保障农民基本生活需求、维护区域稳定方面具有重要的作用,但随着工业化及城镇化进程的加快,农村土地保障功能呈现不断弱化的趋势。我国农村社会保障体系建构的长期性客观上决定了农村土地继续发挥保障作用的要求,应确立以农地股份合作制作为链接机制,实现农村由土地保障向社会保障逐步过渡的格局。

Rural land plays a very important role in guaranteeing farmers＇basic living needs and maintaining social stability, but along with the industrialization and urbanization process in China , the security function of the land in rural areas has continuously been weakening. The construction of rural social security system in our country determines the necessity to establish the farmland stock cooperation system and promote the transition form the land security gradually to the social security pattern in China.
