社会稳定风险评估存在的问题与对策探讨

Problems and Countermeasures for the Social Stability Risk Assessment

社会稳定风险评估是我国进行重大行政决策的重要环节。回顾近十年来我国社会稳定风险评估的理论研究和实践做法,发现社会稳定风险评估存在以下问题:对社会稳定风险的认识不高、评估目的不明确、评估机构没有资质限制、结项标准不明以及评估成本承担机制不完善,这些问题制约了社会稳定风险评估的科学性和公正性。要健全社会稳定风险评估机制应加快制定和完善社会稳定风险评估技术规范;通过建立社会稳定风险评估师资格制度,完善社会稳定风险评估机构资质的认定;通过成立社会稳定风险报告质量裁定委员会来保证评估结果的公正性;以及依据"谁受益,谁付费"的原则确定社会稳定风险评估费用承担机制。

Social stability risk assessment is an important element during the making of critical administrative decisions. After retrieving the literature of last ten years eoncerning social stability risk assessment in China, we find it has the following problems： low awareness of social stability risk, unclear purpose of assessment, no restrictions on the qualifications of assessment institutes, ambiguous standards for closing reports and imperfect assessment cost bearing system. All these problems cast doubt on the scientificity and fairness of social stability risk assessment. To perfect the assessment system, we should formulate and perfect the assessment technical standards from the aspects of economic feasibility, reimbursement standards, risk factors, risk level and the chasing and monitoring the change of risk. The recognition of the qualification of risk assessment institutes should be perfected through the establishment of social stability risk appraiser system. The fairness of assessment report should be guaranteed through the establishment of Dispute Adjudication Board on the quality of risk report. Finally, the risk assessment cost bearing system should be established under the principle of ＂who gain who pay＂.
