公共治理理论的研究综述

Public Governance: A Literature Review

20世纪80年代至今,国内外学者和政治家一直致力于从统治和新公共管理外的第三条道路——公共治理,去寻求解决公共事务的途径。在此基础上,试图运用公共治理的逻辑分析框架破解政治发展和行政改革领域遭遇的理论和实践困境。本文首要意旨在于理清公共治理理论发展路径,其脉络及纹理则可从公共治理的产生背景、国内外学者的研究现状、研究困境以及未来的发展趋势这四个方面研判。通篇结合已有研究成果,做专题梳理,适时提出新的研究内容和思路,以期进一步拓展公共治理理论的研究视域。

Since the 1980s, overseas and domestic academics and politicians have been committed to public governance, the third path in addition to governance and new public management, to pursue to solve public affairs. On the basis, this paper attempts to address theoretical and realistic dilemmas of political development and administration reforms through the logic ana- lytical framework of public governance. This paper intends to clarify the development path of public governance theory, while its course and structure could be judged from its background, current research situation at home and abroad, research dilemmas and future research trends. This paper entirely summarizes existing research achievements, and rightly proposes new research content and ideas, which aims to broaden the research field of public governance theory.
