摘要
政府与大学的关系一直是高等教育研究领域无法回避的问题。主体成熟度理论为理解政府与大学两者关系从管到治、从统治到协商、从不平等到平等,最终走向协同合作提供了重要的视角;同时,强化对政府在大学中进一步去行政化、去中心化、简政放权、职能转型改革实践的理解。通过主体成熟度视角切入大学与政府的关系,提出基于这一视角下的政府与大学历时性关系模型,提出当前新形势下政府在大学改革中的权变角色定位,以推进政府在大学发展中的职能转变与简政放权。
The relationship between government and university has always been an unavoidable issue in the research area of higher education. The Subject Maturity theory offers an important view to understand the government-university relationship which is from control to governance, from rule to negotiation, from inequality to decentralization and finally become collaborative. The theory also deepens the understanding of government' s practices which are de-administer- ization, decentralization, function transformation, streamline administration and delegate power to the lower levels. This paper analyzes university-government relationship in the view of subject maturity, put forwards their diachronic relation model and the role of government in current u- niversity reform, so as to advance the transformation of government functions in university de- velopment.
