如何发挥农业补贴促进农户参与农地流转的靶向作用——基于江苏、广西、湖北、黑龙江的调查数据

Can Agricultural Subsidies Promote the Transfer of Land Contracting Right:Based on the Household Survey Data in the Four Provinces of Jiangsu,Hubei,Guangxi and Heilongjiang

农业补贴能否达到促进农地流转的政策目标,关键在于农业补贴的发放对象及农业补贴的发放金额能否对农户流转土地产生足够的激励。本文利用江苏、广西、湖北及黑龙江4省农户的调查数据实证检验农业补贴对农户农地流转行为的影响。研究结果表明,将农业补贴发放给农地经营者而不是农村土地的承包者、加大农业补贴的力度有助于促进土地流转。为此,政府应改变现行的农业补贴发放规则,加大农业补贴的强度且将农业补贴发放给农地经营者,使农业补贴与承包关系脱钩。

Encouraging the transfer of land among farmers by delivering agricultural subsidies depends on the farmers who really received the subsidies and the amount of subsidies.Based on the household survey data in the four provinces of Jiangsu,Hubei,Guangxi,and Heilongjiang,this paper empirically studied the impact of agricultural subsidies on the land transfer.The empirical results show that delivering subsidies to tiller instead of contractor and increasing the amount of subsidies will have positive impact on land rental markets in China.Government should reform the existing rules of agricultural subsidies by increasing the amount of the agricultural subsidies,distributing subsidies to tiller instead of contractor,and decoupling agricultural subsidies and land contractor.
