反思电子政务发展:基于美国地方政府的调查

Rethinking E-government development:lessons learned from U.S. local government

经过20多年的建设,世界范围内的电子政务均得到不同程度的发展。为了验证早期电子政务发展阶段的理论,明确当前电子政务发展所处的阶段,反思新时期电子政务带来的变化及电子政务发展的主要受限因素,考察美国地方电子政务发展的轨迹,发现美国地方电子政务仍处于单向-双向沟通阶段的过渡期,电子政务发展所引发的变化导致地方政府的采纳行为有所保留。

E-government has been developed worldwide in the last two decades. To verify the early theories of e-government development, clarify the current situation of E-government development, we could ponder on major changes brought by E-government development and figure out its limitations. By observing the path of E-government development in the U.S. ,we find that U.S. E-government is still in the transitional period and local governments are hesitated to adopt certain E-government approaches. These lead to a comprehensive discussion including E-government development and social media.
