论述了我国煤矿安全立法的现状,指出了我国煤矿安全立法存在法律层级效力低、修订时效性较差、法规体系存在结构性缺位、部分法规内容缺乏可操作性等一些问题,从明确煤矿安全立法的指导思想、加强煤矿安全重点领域立法、坚持科学立法和民主立法3个方面对完善我国煤矿安全立法进行了建议。
