摘要
提出从区域和城镇内部两个层面认识生态环境敏感性评价的理念及体系,其中区域层面是对每个城镇的生态环境敏感性进行综合评价,包括生态稳定、资源承载、环境质量的评价;城镇内部生态环境敏感性评价重在识别生态敏感区.以昆明都市区为例,构建生态环境敏感性评价指标体系,结果表明大部分城市生态稳定度较低、资源承载力有限,但总体环境质量较好,继而提出城镇发展的优化策略;对昆明市域生态要素进行生态敏感性分析,提出生态敏感性分区的政策指引.
This paper presents the idea and of evaluation system of urban eco - environmental sensitivity, including regional and urban level. The regional evaluation includes ecological stability, resource loading, environmental quality, which is a comprehensive analysis. The main part of urban ecological sensitivity is identification of ecologically sensitive areas. Taking Kunming urban area as the exampale, the paper includes the index system to evaluate regional eco - environmental sensitivity. The results show that the overall environmental quality is better than ecological stability and resource loading for most of cities. The optimizing strategy is proposed. The paper also brings out the policy guidelines based on ecological elements analysis.
