How to Ensure Justice in Distributing Affordable Housing

保障性住房,是政府运用公共资源为那些无法从市场中获得房屋或者居住困难的中低收入群体提供的住房。其出现是社会文明进步的产物,体现了"社会公正"的伦理价值追求,更符合社会主义的本质要求。目前保障房供给过程中出现了保障房与保障对象不相匹配、保障房建设标准超标等问题,因此,需要从转变政府理念,完善保障房规划设计、建设、分配相关的制度规范以及加强基础领域制度建设等方面来保证保障房分配正义的实现。

Affordable housing is built by the government with public resources and provided to middle and low-income families who are unable to obtain housing from the market or have housing difficulties. It is a product of the progress of social civilization, embodies the ethical value of ＂social justice＂, and is in line with the essential requirement of socialism. At present, some problems have appeared in the provision of affordable housing, for example, the dwellers do not meet the conditions for living in the housing, and construction is in excess of set standard. Therefore, the government needs to change its thinking; improve the system and rules concerning planning and design, construction, and distribution of affordable housing; and strengthen primary- level institutional development, so as to ensure justice in the distribution of affordable housing.
