规范养殖用海管理的问题及对策研究

The Problems and Countermeasures of the Standardized Management About the Aquatic Breeding Sea Use

随着改革开放的继续深入和经济的持续发展,我国对于海洋的利用和发展也在不断深入。近年来,沿海各地区在养殖用海管理上进行了不断的探索,初步摸索出了适合本地区的管理方法,也取得了一定的成效。但通过各地区的管理实践中,也发现了一些共同存在的问题亟待解决。本文从养殖用海使用金的征缴问题、可利用养殖用海的储量问题、以及配套法律法规制度不完善问题等入手,分析这些问题产生的原因并尝试提出相对应的解决方法,即提高依法用海意识、加大养殖用海收储力度及完善养殖用海管理的制度建设。

With the continued reform and opening up and the in-depth growth of economic, for the use and development of our oceans are deepening. In recent years, the coastal areas carried on the continued exploration in the breeding sea use management, initially worked out a suitable management practices for local area, also achieved some success. But through management practices in all regions, also found some common problem to be solved. This paper start from the a series of problems about collection of the royalties and reserves about the aquatic breeding sea use, and also the imperfect legal system. In the second step, make an analysis of the causes of these problems and try to put forward the corresponding solutions that raise awareness of the sea use according to the law, increase the intensity of reserve and improve the legal system construction.
