工业与城镇化发展背景下的大气污染治理研究

Management of Air Pollution under the Background of Industrial Development and Urbanization

大气污染现象存在深浅两个层次上的原因,一方面是由于失衡的城镇化模式与不够密集的工业化管理;另一方面由于不健全的大气污染治理机制,大气污染持续恶化的后果没有切实的治理依据。因此,为走上均衡的城镇化发展道路,必须避免人口过于集中在大城市,应当在完善大气污染管理制度的同时,加快建立绿色产业体系的步伐,促使大气污染区域能够得到协同治理。

The phenomenon causes of air pollution on the depth of two levels, one is due to an imbalance of urbanization patterns and less intensive industrialization management; on the other hand because of inadequate air pollution control mechanisms, consequences of air pollution continues to worsen no practical governance basis. Therefore, in order to embark on the path of development and balanced urbanization, the need to avoid over-concentration of population in large cities, air pollution should improve the management system at the same time; speed up the pace of the green industry system, prompting the regional air pollution can be collaborative governance.
