摘要
在军地一体化应急物流模式下,针对物资应急采购保障问题,提出一种全新的军地一体化应急物资采购保障方式。根据当前地方政府及军队的采购特点,并进一步考虑重大应急事件对物资需求情况及国际先进国家采购管理方法,对军地一体化应急物资采购组织机构进行设计,并建立考虑质量、交货期及成本三个影响因素的供应商评价指标体系,引入粒子群算法来解决同种物资、多供应商、多条件模型中的优化问题,并用Matlab予以实现。
In this paper, we proposed a brand new supportive means for the military-civil integrated emergency material purchasing process, then in view of the characteristics of the loc'al government purchasing and army purchasing at the current stage, further consideied the material demand in major emergency events as well as the internationally advanced purchasing management processes, designed the structure of the military-civil integrated emergency material purchasing organizations, established a supplier evaluation index system that considered quality, delivery time and cost, and at the end, using the Matlab program to realize a PSO algorithm to optimize and solve the model.
