云南实施生态移民中的财政体制创新问题探析

An Analysis of Financial System Innovation in Eco-migration Implementation of Yunnan

生态移民是生态文明建设的主要内容之一,也是扶贫工程建设的重要抓手。当前和今后一定时期,加快推进云南生态文明和扶贫工程建设,要求全面启动生态移民工程建设,切实解决好生态移民发展中的各种新问题。本文从全面启动云南生态移民的重要性和紧迫性切入,围绕生态移民中最核心的财政资金问题进行讨论,试图为云南生态移民工程建设中的资金保障问题提出措施建议。

As one of the most important aspects of both eco - civilization construction and anti - pover- ty project, eco - migration needs to be put into full implementation to solve all sorts of new problems en- countered at present and in the years to come. Departing from the importance and urgency of kicking off the eco - migration program in Yunnan, this paper centers its argument around one of the core problems to en- counter - finance, attempting to suggest solutions to financial guarantee for this program.
