The paper expounds the function and the behavior of the government in China`s market economy system,the nature and the reform orientation of the state owned enterprises. The paper also clearly highlights the government's work at present: taking as a focus the creation of good environment for the state owned enterprise's reform and development, setting up the macrosystem of adjustment and control and the related reform, adjusting strategically the national economic layout, promoting the reorganization of the state owned enterprises, setting up and perfecting the system of the modern enterprises, ensuring the social guarantee and security system from all aspects.
