国内外客运索道事故现状及分析

Current situation and analysis of domestic and overseas passenger ropeway accidents

为了确保客运索道运营安全,基于客运索道事故的发生状况,调查筛选近年来国内外客运索道典型事故案例,剖析事故所属类型及事故具体原因,归纳出客运索道事故主要原因包括机械设备,电气设备,人为因素(设计不周、监管不力、素质不高等),自然条件等。以安全教育、安全生产、安全管理与安全保护为目标,从把握设计环节、落实主体维护、健全目标管理、加强全民教育、细化隐患排查、严惩违规操作、深化理论研究及丰富监检装置等方面,提出客运索道事故的合理预防救护措施。

To guarantee safe operation of the passenger ropeway, based on occurrence of passenger ropeway accidents, the paper introduces some typical accidents at home and abroad through investigation and selection, analyzes the accident category and specific reasons, and summarizes the main causes of passenger ropeway accidents including mechanical equip- ment, electrical equipment, human factors （improper design, insufficient supervision, low quality, etc. ）, natural condi- tions, etc. With the safety education, safety production, safety management, and safety protection as the objective, the pa- per puts forward proper precautionary measures in respect to mastering the design link, implementing main-body mainte- nance, perfecting objective management, strengthening universal training, detailing hidden hazards inspection, seriously punishing violation operation, further developing.theoretic study, and providing monitoring devices, etc.
