创建文明法治环境的初步构想

Preliminary Conception on Establishing Civilized Legal Environment

文明法治环境是指人们的法治观念、法治行为和法制制度等法治因素的总和。文明法治环境由文明法治的思想观念体系、行为模式体系和制度结构体系构成。创建文明法治环境，就是要在我国公民中焕发公民意识，完善和宣传社会主义法律文化，开展小区文化建设，去掉不良的法律观念；就是要在宪法和法律的范围内活动，要切实制约公共权力，尊重和人自治，坚持司法独立；就是要建立和完善社会主义民主制度，不断完善我国的立法制度、司法制度，要在执政权、立法权、行政权和司法权之间建立起科学的协调和制约机制。

Civilized legal environment means the public legal awareness, legal conduct, legal system and other legal factors in general. Civilized legal environment consists of legal ideology, conduct patterns and system structure. The establishment of civilized legal environment is for calling citizens' consciousness, perfecting and propagating socialist legal culture, strengthening residential district culture construction, and getting rid of not - so - good legal conceptions. All the measures are for regulating activities within the limits of constitutions and laws, clarifying public rights, ensuring private rights and judicial independence. That is to enforce socialist democratic system, persistently perfect legislative and judicial system of our country, and set up proper organs to coordinate and control scientifically among ruling, legislative, administrative and judicial powers.
