摘要
从城市燃气定价现状出发,阐述制定城市燃气输配价格形成机制的必要性,构建城市燃气输配价格形成机制,研究城市燃气企业准许成本、准许收益、税金核定、分压力等级输配价格制定的原则与方法,论述城市燃气输配价格机制实施中所必需的保障措施,分析了制定城市燃气输配价格机制的重要意义。
The necessity of formulating the for- mation mechanism of city gas transmission and distribu- tion price is elaborated based on the city gas pricing status. A formation mechanism of city gas transmission and distribution price is structured. The principle and methods for formulating the transmission and distribu- tion price are studied in terms of permitted cost, per- mitted profit and taxes of city gas companies as well as pressure ratings. The safeguard measures necessary for implementation of mechanism of city gas transmission and distribution price are expounded. The important significance of formulating the formation mechanism of city gas transmission and distribution price is analyzed.
