土地出让金是欠发达地区财政国库收入的支柱性来源,对保证地方经济发展、维持社会和谐稳定具有重要意义,但出于自身短期利益,地方政府对土地出让收支管理尚存诸多问题。本文在分析县域土地出让收支特点、管理中存在的问题的同时,有针对性地给出了相关对策建议。
