基于主体功能区的差别化土地利用政策研究

Research on Differentiated Land Use Policy Based on Development Priority Zones

基于对优化开发区、重点开发区、限制开发区、禁止开发区四类主体功能区差别化土地利用政策分析,目前我国主体功能区土地利用存在土地供需矛盾突出、用地粗放、土地利用结构不合理和保护耕地困难重重等问题。主体功能区差别化土地利用政策建议:(1)完善土地利用相关配套政策,加强供后土地开发利用监管;(2)优化土地利用结构配置,促进土地集约节约利用;(3)加强土地市场建设,充分发挥市场机制作用。

Through analysis of differential land use policywith regard to preferred development zones, priority development zones, restricted development zones, and forbidden development zones, this paper points out that the obvious contradiction between land supply and demand, extensive use of land, unreasonable land use structure, protecting the cultivated land with difficulties have been the constituents of the problems that we face in land use in development priority zones. On this basis, this paper proposes that we should develop supporting policies of land use, and enhance efforts to monitor the development and utilization of land aider supply. At the same time, we should optimize the distribution of land use structure, and promote economical and intensive use of land. In addition, we should step up our land market construction efforts, and give full play to the market mechanism.
