长期以来我国资源型地区陷入了"资源诅咒",现在又要牺牲经济发展机会,换取对生态环境的保护和建设。亟需中央政府在财政转移支付上的大力支持,同时借鉴美国和德国生态补偿转移支付的经验,在加大中央纵向转移支付力度的同时,出台政府间的横向财政转移支付制度,以平衡东西部在生态利益享有上的不平等,也是实现缩小东西部差异,最终实现资源型地区在生态环境上的全面、协调、可持续发展。

For a long time resource-based region in western areas of China was trapped into＂ resource curse＂. Currently, it is trading development opportunities in economy for protection of ecological environment and construction. Central governments fiscal transfer payment will be greatly helpful, and at the same time, it is necessary to learn what the United States and Germany have done in ecological compensation transfer payment. Strengthening vertical transfer payment and constructing intergovernmental fiscal transfer payment system is a solution to balance the east and west in ecological interests, narrow the differences between east and west, and finally realize the comprehensive and coordinated sustainable development of ecological environment in resource-based areas.
