During the stages of initiation and early development, Oxford University and the Oxford City stayed in a state of conflict. Due to the unequal distribution of privileges and interest, various forms of the conflict of the ＂Town and Gown＂ appeared on the stage from the 13^th century to the 16^th century. The solution to the problems ranged from violence to legal litigation. Finally, both sides achieved a peace. In this process , Oxford University gradually developed and strengthened itself.
