Innovation-driven Development under the Circumstance of Globalization

本文基于对创新全球化表现与特征的揭示、规律与趋势的总结,提出新时期创新驱动发展战略的落实实施必须置于全球化的视角之下。在对中国改革开放与融入全球创新体系的历史经验进行总结的基础之上,提出全球化环境下的创新驱动发展,需要我们实现观念、体制与机制上的根本性转变,并给出了具体的政策建议。

The paper argues that the implementation of Innovation-driven Development Strategy in new period should be put under the perspective of globalization, based on disclosing the representation and characteristics, as well as summarizing the rules and trends of innovation globalization. After the retrospect of historical experiences of China＇s reform and openness, as well as the integration into global innovation system, it argues that the Innovation-driven Development under circumstance of glohalization requires the fundamental transformation on mindset, system and mechanism, and gives out concrete policy recommendations.
